CE certification technical consulting:
At 7:00 a.m. (Beijing time) on February 1, 2020, the British government officially announced its legal separation from the European Economic and Political Community with immediate effect. If your products are sold in Europe, especially in the UK market, you must be concerned about the validity of the CE certificate for my products. How do I apply for a certificate for products sold to the UK in the future? The following is to help you solve these problems.
Will the CE certificate still be useful after the UK leaves the EU?
1)
For goods sold in the UK market before 29 March 2019, the manufacturer does not need to do anything.
2)
After 29 March 2019, manufacturers can still sell products that are required to be manufactured and evaluated in accordance with EU regulations, using the CE mark, and marketed in the UK. There will be a time-limited phase to this. By the end of this period, the UK Government will consult with industry and provide notice.
3)
After 29 March 2019, when products bearing the CE mark are placed on the UK market, manufacturers need to ensure that these goods:
A.
Compliance with the basic requirements set by EU regulations.
B.
Acceptance of relevant conformity assessment procedures (including, if necessary, by EU accredited institutions).
C.
Display of the relevant EU conformity mark (e.g. CE mark)
D.
With technical documents or other records, and a declaration or certification of conformity from the EU (in English)
During the limitation period, manufacturers can still use the CE mark based on the consistency self-declaration when selling products in the UK and EU markets.
What certifications are required for exporting products to the UK?
On 2 February 2019, the UK Government published guidance on the use of the UKCA mark for products sold in the UK: the UKCA (UK Conformity Assessment) mark is the new UK product mark and will be used for products placed on the UK market.
The UKCA Mark of Approval states:
1)
Most, but not all, of the products currently covered by the CE Mark will be covered by the new UKCA Mark.
2)
The rules for the use of the new UKCA logo are the same as those for the current CE logo.
3)
If the UK leaves the EU without a deal, the UK government will notify a time-limited phase. Manufacturers can still market their products in the UK using the CE mark before the end of the restriction period if the product has been manufactured and the conformity assessment has been completed by the 29 March 2019 deadline.
4)
If the manufacturer's product is scheduled to have a third party conformity assessment performed by a UK conformity assessment body and the information is not moved to an EU accredited body, the product will need to apply for the UKCA mark to enter the UK market after 29 March 2019.
5)
UKCA mark will not be recognized in the EU market, the current products requiring CE mark will continue to require CE mark for sale in the EU.
